Texas House Advances Legislation Banning the Mailing of Abortion Medication, Escalating Threats to Texans’ Health and Fundamental Freedoms

AUSTIN, Texas — The Texas House last night advanced House Bill 7, which prohibits the distribution of abortion-inducing medication through the mail and establishes civil liability for individuals or entities who prescribe, dispense, ship, or otherwise provide such medication, including providers located outside of Texas. The bill uses a private right of action enforcement mechanism similar to previous state abortion laws.

Texas Freedom Network Political Director Rocío Fierro-Pérez (she/her) issued the following response:

“In voting to approve HB 7, lawmakers are destroying a crucial healthcare option. This law is about control, pure and simple. By banning the mailing of abortion medication and inviting lawsuits against providers, pharmacies, and even mail carriers, lawmakers are once again weaponizing our courts to scare people out of accessing essential healthcare. Abortion medication is proven to be safe and effective, and for many Texans in rural communities or those already facing barriers to care, mail delivery is the only option. Texans deserve the freedom to make personal healthcare decisions with their doctors, and politicians have no place interfering in the most private aspects of our lives.

“Texas Freedom Network will continue to fight HB 7 and any measure that seeks to criminalize healthcare, stigmatize patients, and undermine fundamental freedoms. Through grassroots organizing, advocacy, and public education, TFN remains steadfast in defending reproductive rights and ensuring that all Texans can access the healthcare they need with dignity.” 

In 2026, TFN and our youth organizing arm, Texas Rising Action, will endorse candidates who fight for every Texan’s right to make decisions about their own body and future — free from government interference.
