Texas Public Policy Foundation, Founder
James Leininger is a major Republican donor and founder of the Texas Public Policy Foundation, a conservative think tank based in Austin. He has a history of meeting with evangelical conservatives and being a long-time supporter of former Governor Rick Perry. Most recently, news outlets reported Leininger helped push Governor Greg Abbott’s bid for school vouchers in Texas.

- Controversies
- Texas Monthly once crowned him “Mr. Right” for his influence in Texas, “pushing the GOP to be more conservative than ever.”
- “[TPPF] has pushed for vouchers since its founding in 1989 by Republican Christian conservative donor James Leininger, who funded a pilot voucher program in his hometown of San Antonio for several years.”
- Leininger was once dubbed Rick Perry’s “money man” following his bid for Texas lieutenant governor in 1998, and spent millions on tort reform issues and opposing abortion and gay rights.
- “In 1994, for example, one Leininger-funded group sent out a campaign mailer showing two men kissing; it accused an incumbent school board member of promoting homosexuality. The school board member was defeated by Leininger’s candidate, Donna Ballard, one of a series of victories by the social conservatives who soon took over the body.”
- Leininger’s influence, particularly in the ‘90s and 2000s, helped build many of the structures we’re seeing today: from forming numerous PACS, and of course, founding TPPF. It isn’t controversial quotes that make him noteworthy, but instead how he’s chosen to use his personal wealth.
