Texas Bans Local Governments from Providing Transportation, Lodging for Abortion Seekers

AUSTIN, Texas — Governor Greg Abbott today signed Senate Bill 33 into law, a measure that prohibits local governments from using public funds or resources to support Texans seeking abortion care. The bill bans basic assistance, such as providing transportation, lodging, or logistical support to help Texans obtain legal healthcare in other states

Texas Freedom Network Political Director Rocío Fierro-Pérez (she/her) issued the following response:

“SB33 is an attack on basic local governance and human dignity. This law doesn’t protect anyone — it punishes Texans for helping people access legal healthcare. Governor Abbott and state leaders are using their power to criminalize compassion and intimidate communities that dare to meet people’s needs where the state has abandoned them.

“Local officials and public employees showed true leadership when the state stripped away abortion access. They offered practical support — a ride, a safe place to stay, information — and now they’re being threatened with legal consequences for doing the right thing. What this law makes clear is that the state’s anti-abortion agenda has never been about safety or health. It’s about using state power to silence dissent and punish solidarity.”

While the 89th Regular Texas Legislative Session has come to a close, as SB33 becomes law, Texas Freedom Network will continue monitoring its impact on local communities, providing education and resources to Texans affected by abortion bans, and mobilizing voters across the state in support of reproductive justice and local autonomy.

In 2026, TFN and our youth organizing arm, Texas Rising Action, will endorse candidates who fight for every Texan’s right to make decisions about their own body and future — free from government interference.
